А прокси подкидывать пробовали ? Скорее всего ип в их черном списке, либо по гео срабатывает чс .

не получается загрузить страницу php скриптом
Пробуйте. Но возможен вариант что по гео идёт проверка на ддос и вылетает клоуд, поэтому возможно понадобится подкинуть ещё проксю, для отсеивания.
